I'm wanting a mono blue proliferate with blightsteel any suggestions???

I already got the basics down like Kuldotha Forgemaster, Everflowing Chalice, Sphere of Suns, Steady Progress, Inexorable Tide, of course Blightsteel, Semblance Anvil, Thrumming Bird, and few others I just want to know if this is a good deck idead or should I scrap it and call it quits and focus on another one or do i have somethin here.

I'd scrap that idea you got but there is an archetype developing that works similiar to your idea here. It's a bit more refined and in my opinion a little bit risky to try but with some time and playtesting it very well could work.

Also any of the Blue/black tezzeret decks are similar, forgemastering out a blightsteel or a myr battlesphere or a mindslaver is a viable way to win games.  I don't see the point of the proliferate, it only really helps chalices and by the time you proliferate up to having 12 mana, you could have forgemaster, sac chalice and 2 spheres or something and get it probably a lot faster.  Cause if you turn 2 thrumming bird, turn 3 chalice for 2, attack and proliferate, turn 4 sphere, attack and proliferate, turn 5 you can play forgemaster, but thats just worse than casting chalice for 2 on turn 2 essentially does the same thing and isn't as vulnerable to cheap spot removal, since few decks pack maindeck artifact hate. 

You can advance by a turn and do forgemaster at turn 3 with god draw, but you're adding a lot of cards which just slow you down and don't help.  4 mana counters that essentially give you a free mana next turn, expensive enchantments that do not effect board state, just streamline and protect forgemaster with counters, and is you tezz to dig you have a better chance of hitting your forgemaster.  Also, no way to shuffle back a blightsteel short of maybe preordain and then a fetch is bad, I'd hat eto mull a perfect hand that drawed him even as a 1 of.

How i figure it i would proliferate the titan forges and golem foundies a bit and to build a pretty decent army of 9/9s and 3/3s. I also have a few neuroc invisimancers in there so my blightsteel is unblockable plus the counterspells the blue has would help me protect my stuff also since i would be proliferating the chalices and sphere of suns it wouldn't be that expensive to pull out my more expensive cards.

AlsoI have a few echo mages that I think would have a pretty good place in it. Pretty much pay 3 blue+ 2 colorless, proliferate 3X then  draw 3 cards if he's lvl 4 and that's if I play steady progress (not including if I have an Inexorable Tide in play than that's 4X proliferate).

No way to shuffle away blightsteel is bad.  You never want to draw him and have no way to get rid of him.  Invisomancer at 3 does nothing really for the deck.  With only steady progress and wellspring, your draws are very slow. I recommend 3 preordain.  You want 4 forgemasters and counters to protect them.  I recommend 4 mana leak over negate or turn aside.  Anvil and titan forge are far from great, as is echo mage and golem foundry. 

Potentially you can do some crazy stuff with the proliferate, but just draw into forgemaster + sac 3 artifacts for blightsteel wins the game for you, so personally I would streamline that function.  Card draw and counters, maybe add black for hard removal, and focus on getting the turn 4 forgemaster with acceleration, then throwing away a useless chalice or wellspring and forgemaster for blightsteel at the end of turn 5, swing on turn 6 and win.  There is basically one card in standard that can deal with an end of turn blightsteel, and that's into the core, and every red deck you're going to face with have either shatter or crush and not it.  You list looks to inconsistent and to win more-ishy.  Seems fun for kitchen table but seems bad for an FNM.  Just my opinion.

@ efrate I know that this wouldn't be good in a tournament but I wanted it to play with just for fun. I normally don't play blue but I thought it would be a cool concept to bring out a crap load of golems.
