If you have no idea of the Legacy format at all, it is pretty rough to get started. Not only are there dozens of different, viable archetypes, but there are even more names for decks. And every deck again is divided into dozens of versions! I give you an overview of the ever changing puzzle with infinite different endings and solutions that is Legacy.
Should Countertop still be among the DTBs? I don't think so. Actually, most of the DTBs have ways to totally crush this deck (Zoo and Bant with Pridemage, Merefolk with Aether Vial, AnT with Rushing River/Wipe Away or Duress/Thoughtseize and Reanimator can play around it).
Actually many cards in the list are really odd. First of all it's a four-coloured list and watching the results of GP Madrid undefeated decks of day 1, it's easy to see that the main strategy now is Land Denial, between Stifle, Wasteland, Tectnoic Edge/Dust Bowl and Trickbind.
Moreover I can't see the reason for playing 4 colours when you can easily rely on cards like Predict or Ponder to cover the lack of Confidants.
Playing with 4 Top, 4 Brainstorms, 3-4 Ponder and 3 more tutors or draw engines (Predict or Trinket Mage) will make easy to find the card needed.
Even Shackles doesn't really seem a fine card now. There are too many ways to play around it (Pridemage, Grudge, Grip) and often are played too fast and big threats (Iona, Goyf, Progenitus).
