I couldn't agree more that Time Reversal will too often do too little. Timetwister and Time Spiral both have important roles to play in combo decks because the former is so cheap while the second is "free." Both allow you to keep on combo-ing but given that Wizards has decided to shy away from old-school Urza-style combo, I think it is unlikely that Time Reversal is much more than a Johnny card.
And while I think you're right that there's basically no knight tribe for Standard, I think you're wrong to say that there's no role for the Knight Exemplar. Look at the quality knights available in the (new) Extended card pool. I think this card was printed to give White Weenie a nudge in the new Extended.
While I agree that Time Reversal wont see to much standard play, it's the new doubling season in that every casual player ever will want one for that one deck they got. I know if I ever get one it's going in the Eye of the Storm deck.
I think you are miss-valuing the titans, in particular the blue and red ones. The Blue one is so subpar it's not even funny. Limited it will be played, but competitively there are just so many better beaters, even in mono blue.
And the Red one, yeah he's sick. He will most likly take out 2-3 chump blockers, or maybe even some evation clocks your on. Then when you attack next turn, between bolt and what ever burn is in your hand, it's going to be an unblockable 6/6 FIRE BREATHING monster hitting the face. His only problem is red decks don't go late game. So he's be in a RX deck, probably X=G.
I somewhat agree with the time reversal comment but instead of the obvious with red or whattever? what about some of the new green fellas that cant be the target of spells or abilities from opps. and then play the bear umbra? problem sovled? fresh hand all the lands and play out? maybe its far fetched but thats what i thought of when seeing this card.
Time reversal is just such a powerful effect that I feel it will find a place; even if we have to wait for Mirrodin 2 : Affinity for Mythics.
